The last reading called the county hearing the only brake engaged, and by the tracker's own count the hearings stopped fewer projects this quarter than last. What rose is the cost and the opacity of the money: a speculative-grade bond to pay an instalment, guarantees that keep spending off the balance sheet, and under all of it a risk-free rate near five per cent. The reading does not know that the price of time has slowed anything. It notes that the build-out is now priced by a rate set against petrol, an instrument that cannot tell a data centre from a pump.
